Policy & Planning Division consists of four sections namely: Policy, ITO, HRD and GSP.
1. Policy Section:
The main responsibility of the Policy Section is to assist Ministry of Commerce in formulation of Export Policy of the country. With a view to formulating export policy the section invites proposals from different chambers of commerce, trade associations and export related organizations. EPB in consultation with private sector sends proposals to the Ministry of Commerce for formulation of the Export Policy. The section also makes draft for bilateral and multilateral trade negotiations and various trade issues.
2. ITO Section:
The ITO Section maintains working relationship with various international trade organizations like WTO, UNCTAD, lTC, EU, CFTC, CFC, UNDP, ESCAP, SAARC, ASEAN, NAFTA, ATPF, BIMST-EC etc.
The Section also formulates trade related technical assistance project proposals, negotiates with Governments / Agencies for grants/aids for projects and supervises Implementation of the projects.
3. HRD Cell:
The HRD Cell looks after formulation and implementation of the National Export Training Program (NETP) of EPB. Under NETP each year EPB organizes seminar/workshop in a number of selected places throughout the country in cooperation with the Local chamber of commerce and trade associations. The participants of the seminars are the government and private sector trade related representative. The objective of the NETP is to enhance the knowledge and skills of the participants about export trade.
4. GSP Section(Non Textile):
The GSP Section is entrusted with the responsibility of issuance of Certificates. This section issues GSP Certificates for EU countries, Japan, Australia, New Zealand, USA, Canada, Norway, CIS countries & newly independent East European Countries. Under the GSP scheme Bangladesh enjoys preferential tariff reduction benefits from donor countries. In addition, this section also issues certificate of origin for SAARC countries, certificate of origin under Bangkok arrangement & GSTP Certificate of Origin.
